The present invention discloses an off-line data transfer method, a device and a system. The method comprises the steps of broadcasting a Bluetooth signal, establishing connection with a user terminal which receives the Bluetooth signal, generating the indication message of data transfer and pushing the indication message to the user terminal based on the connection, obtaining the data transfer request sent by the user terminal according to the indication message, and carrying out data transfer processing according to the data transfer request. According to the Bluetooth mode of the invention, firstly the connection between Bluetooth equipment and the user terminal is established, then the data transfer request is obtained, thus the off-line payment can be rapidly completed, the integration of an NFC chip with the user terminal is not needed, the development cost is reduced, the use popularity rate is improved, the connection is established firstly and then a payment request is initiated by the user, time can be saved, and the processing efficiency is improved.
