The present invention pertains to a power control device, a power control method, a program, and an energy management system that are configured so as to be capable of more efficiently using generated power. The power control device comprises: a first conversion device that DC/DC converts DC power from a power generation unit that utilizes natural energy and generates power, and outputs same; a second conversion device that DC/DC converts the output power from the first conversion device, charges a storage unit that stores power, DC/DC converts the power from the storage unit, and discharges said power; a third conversion device that DC/AC converts either or both the output power from the first conversion device and the discharge power from the second conversion device, and supplies AC power to a power grid and an AC load; and a control unit that controls the driving of the first to third conversion devices. The control unit discharges the second conversion device such that the output power from the third conversion device is greater than the power consumed by the AC load. The present invention can be applied, for example, to a power conditioner.
