The invention discloses a lifting stirring aeration device which comprises a reactor, the reactor is provided with a water inlet, a water outlet and a mud discharging pipe; the interior of the reactor is provided with a tubular partition, a gap is formed between the lower part of the partition and the lower part of the reactor, the interior of the partition is rotatablely provided with a blade assembly, and the blade assembly is driven through a drive device. By using the above structure, the partition is arranged in the reactor, the interior of the partition is provided with the blade assembly for stirring, and circulating flow is formed in the reactor, so that wastewater in the reactor can be contacted with air above the liquid surface, the content of dissolved oxygen is increased, and an aerobic biochemistry reaction is accelerated. The structure is simple and practical, and the effect is remarkable.
