The invention discloses a phone-call recording system capable of achieving voice recording and playing and on-hook and off-hook simulation. The phone-call recording system comprises a hardware part and a software part. The hardware part comprises a single chip microcomputer U1, a voice chip U2, a 5V voltage stabilizing power module, a ringing current detection module, a busy tone detection module, an off-hook and on-hook simulation module, a voice recording and playing module, a voice recording and playing control module and a watchdog module. The software part comprises a power-on reset main program, a ringing current detect subprogram, a busy tone detection subprogram, a fixed phone message typing-in and sending subprogram, a recording subprogram and a playback subprogram. The phone-call recording system meets the requirement of a small group of users, has the perfect functions, and is stable in performance, simple in structure, convenient to maintain, low in price, applicable to common home life, solid, durable and quite convenient to use; the functions of fixed phone message typing in, phone message recording and playing and the like can be achieved only through control of some keys, more than ten minutes of phone recording can be achieved, great convenience is brought to work and life of the users, and the requirement for home phone recording can be well met.
