The flange component comprises a flange seat arranged along a liner opening of the liner, a flange cover arranged on the flange seat and used for enclosing a gap between the liner opening and the heater, and at least one connecting piece for fastening the flange cover on the flange seat, wherein the connecting pieces comprise connecting rods and pressure rods; the connecting rods are provided with first ends and second ends that are opposite; the first ends of the connecting rods are connected and fixed with the flange seat; the second ends of the connecting rods penetrate through the flange cover and are rotationally connected with the pressure rods; rotating axes of the pressure rods are perpendicular to the connecting rods; a push-against part is arranged at one end, connected with each connecting rod, of each pressure rod; and when the push-against parts of the pressure rods are propped against the flange cover, the pressure rods fasten the flange cover on the flange seat. The invention further discloses a water heater. According to the flange component, the flange cover can be fastened on the flange seat without mating mounting of bolts and nuts, and the component has the advantages of convenience in operation and higher assembly efficiency.
