The invention relates to a dry purifying and recycling device for a primary flue gas of a converter. The dry purifying and recycling device comprises an evaporative cooling flue, a jet device, an evaporative cooling tower, a flue gas pipeline, an electric precipitator, a venturi meter, a flue gas pipeline, a draught fan, a coal gas cooler, a flue gas component analyzer, a cup valve switching station, a diffuse chimney, a glasses valve, a metal seal butterfly valve, a built-in scraper ash conveyor, a coarse ash unloading pipe, a pneumatic flashboard valve, a pneumatic double-flap valve, a coarse ash bin, a bottom scraper ash conveyor of the precipitator, a fine ash unloading pipe, a scraper ash conveyor, a spiral ash conveyor, a bucket elevator and a fine ash bin. The invention further provides a dry purification and recycling process for the primary flue gas of the converter. According to the dry purification and recycling device, the conditions that dust content in the discharged flue gas is not higher than 10mg/Nm , is much lower than that of the existing national emission standards, and is identical to the industry development trend can be absolutely ensured; and the floor area and the initial cost of equipment can be effectively reduced.
