The device is as follows: an interior pipe is inserted in an exterior pipe, the outer wall of the exterior pipe is sleeved in a compressed sleeve having clamping spring at the outer wall, a spring, a cone connected via the thread, the sleeved cava and the correcting body provided with a correcting clamp, and a rail sleeve connected via the pin, the upper part of the correcting body is connected with an outer barrel provided with the inner steps while the lower part thereof is connected with a locating sleeve; the locating sleeve is connected with a rail sleeve, the self packing barrel is fixed on the outer wall of the rail sleeve; the barrel jacket is sleeved on the self packing barrel and fixed with the exterior pipe. The device can be sealed in a seat mode by lifting, rotating and putting and bear the pressing load of 540KN, the deblocking force is little, the oil pipe of 1500m can also be prevented for falling to the well bottom after deblocking, the falling speed and distance of the broken pipe column can be greatly reduced, the strong impact force can be inhibited, the pipe column can be effectively prevented for falling to the well bottom and the sleeve and the device can be protected away from damage.
