The invention relates to the field of bio-fertilizers and discloses a bio-organic fertilizer and a production process thereof. Livestock and poultry manures and waste mushroom dregs and coconut chaffs are taken as raw materials, added with a multiple species inoculant and fermented twice; organic matters in the raw materials are transformed from an unstable state into stable humic substances which can be absorbed by plants. The obtained bio-organic fertilizer is free of pathogenic bacteria and weed seeds, free of odor and flies, friendly to environment and convenient to use and store. After being applied, the bio-organic fertilizer has the effects of effectively improving soil structure and improving soil fertility; the planted vegetables and fruits are excellent in quality and low in pesticide residues and have small difference in yield in comparison with a general fertilizer application method; the bio-organic fertilizer has the advantages of promoting wide-range popularization of organic agriculture and achieving remarkable economic benefits and social benefits.
