The invention discloses an outgoing water temperature control method of a water dispenser. The method comprises the following steps that: S1, incoming water temperature and target outgoing water temperature are acquired; S2, initial heating power and initial flow rate are calculated according to the incoming water temperature and the target outgoing water temperature, and heating is performed according to the initial heating power; S3, actual outgoing water temperature is acquired, and the flow rate of a water pump is adjusted according to the actual outgoing water temperature; and S4, when a difference value between the actual outgoing water temperature and the target outgoing water temperature is smaller than a preset threshold value, heating power is adjusted according to the actual outgoing water temperature. According to the outgoing water temperature control method of the water dispenser of the invention, outgoing water temperature can be precisely controlled through coarse adjustment of the flow rate of the water pump and fine adjustment of heating power. The method can satisfy people's needs and bring conveniences to people's lives. The invention also discloses a water dispenser.
