Provided are: an acquisition unit (11) for acquiring condition information containing at least one of information representing the terminal type of a UE (102), information representing the content of a contract in the mobile body communication system (100) of the UE (102), information representing the movement state of the UE (102), information representing the service content requested from the mobile body communication system (100) by the UE (102), and information representing the communication quality of the mobile communication network included in the mobile body communication system (100); a determining unit (12) whereby a reduced mobile communication network (104) for providing a function satisfying a functional requirement based on the condition information acquired by the acquisition unit (11) is determined from among a plurality of mobile communication networks as the connection destination mobile communication network that is the connection destination of the UE (102); and a distribution unit (13) for distributing the connection destination of the mobile communication terminal to the connection destination mobile communication network determined by the determining unit (12).
