The invention belongs to the field of high polymer materials and in particular relates to a thermoplastic elastomer and a preparation method thereof. The thermoplastic elastomer provided by the invention is prepared by performing melt blending on materials, wherein the materials comprise the following components in parts by weight: 60 parts of waste tire rubber powder, 40-60 parts of high density polyethylene, 1-20 parts of phenolic resin and 0.01-1.5 parts of vulcanizing agent, and the tensile strength of the waste tire rubber powder is lower than 13MPa. The thermoplastic elastomer with excellent mechanical property is prepared by performing melt blending on the waste tire rubber powder, high density polyethylene, the phenolic resin and the vulcanizing agent. The experimental result proves that the tensile strength of the thermoplastic elastomer provided by the invention is higher than 13MPa, the elongation at break is higher than 205 percent, and the tearing strength is higher than 50kN/m.
