This electrolyte film - electrode assembly is provided with: a polymer electrolyte membrane; a cathode gas diffusion layer having a cathode catalyst layer, a cathode microporous layer, and cathode diffusion layer base material disposed in that order on one side of the polymer electrolyte membrane; and an anode gas diffusion layer having an anode catalyst layer, an anode microporous layer, and anode gas diffusion layer base material disposed in that order on the other side of the polymer electrolyte membrane. In the electrolyte film - electrode assembly, the relative gas diffusion coefficient for the anode microporous layer is 0.05 [-] or greater smaller than the relative gas diffusion coefficient for the cathode microporous layer.
