The method comprises the steps of coating epoxy resin coating material on the side surface of the zinc oxide arrester resistor disc, firstly coating high temperature flameresistant insulation material on the side surface of the zinc oxide arrester resistor disc, then performing drying and curing, coating epoxy resin coating material on the side surface of the high temperature flameresistant insulation material, and then performing drying and curing, wherein the high temperature flameresistant insulation material is formed by mixing epoxy resin and modified amine curing agent in the weight ratio being (100 to 200):520, and the modified amine curing agent adopts formaldehyde or ethylene diamine. All technical parameters of the zinc oxide arrester resistor disc produced by the method, such as direct current reference voltage, leakage current, 2 ms square wave, 4/10 microseconds high current surge and the like, are improved.
