The fly ash based mesoporous material is prepared through the following steps: placing raw materials such as fly ash, potassium hydroxide and sodium silicate nonahydrate and a pore improver urotropine into a stirring device to stir, molding by using a die, and carrying out maintenance and roasting, wherein on the basis of the mass of the fly ash, the adding amount of potassium hydroxide accounts for 6.43% of the mass of the fly ash, the adding amount of sodium silicate nonahydrate accounts for 15% of the mass of the fly ash, and the adding amount of the pore improver urotropine accounts for 0.1%-5% of the mass of the fly ash; the ratio of the adding amount of water to the mass of the fly ash is 0.3.
