The invention provides a method utilizing waste carbon-containing pellets to smelt silicon. The method comprises the following steps: mixing a silicon-containing raw material, a carbon source, a binder and water, pressing to obtain the carbon-containing pellets, drying the pellets, and adding the dried pellets into an electric furnace according to reasonable application proportion and distribution mode for silicon smelting, wherein the silicon-containing raw material comprises one or more of micro silicon powder and silica powder, the mass fraction of silicon dioxide in the micro silicon powder is more than or equal to 95%; the carbon source comprises one or more of charcoal powder, petroleum coke powder and graphite powder.
