The invention belongs to the field of petroleum, and discloses a heating-free two-stage sedimentation dehydration system and method. The system comprises a upstream line, a yard upstream line, a connection line, and a charging tank, a separator, a primary sedimentation tank and a secondary sedimentation tank which are sequentially connected to the connection line in series, wherein the well site upstream line and yard upstream line are connected to the inlet end of the connection line in parallel; the bottoms of the primary sedimentation tank and secondary sedimentation tank are respectively provided with a blow-off line; the well site upstream line is also provided with a heat exchanger; and a heating coil is arranged in the secondary sedimentation tank. The system and method ensure the dehydration effect of high-water-content crude oil, and achieve the goals of energy saving and consumption reduction.
