The invention discloses a light filter plate for a liquid crystal display panel in an IPS (in-plane switching) mode and a liquid crystal display device. The light filter plate comprises a substrate, shading patterns, light filter layers, a flat layer and photo spacers. The shading patterns and the light filter layers are positioned on the substrate and have overlap regions; the flat layer covers the shading patterns and the light filter layers, and section difference of the flat layer is larger than or equal to 0.1 micrometer and is smaller than or equal to 0.3 micrometer; the photo spacers are positioned on the flat layer and are positioned above the overlap regions of the light filter layers and the shading patterns. According to the technical scheme, the light filter plate and the liquid crystal display device have the advantages that the photo spacers on the integral light filter plate are good in height uniformity, and the adhesion of the photo spacers can be guaranteed; the liquid crystal display device
