Summary:[Problem] To prevent the discharging of a non-aqueous secondary battery from being excessively limited. [Solution] This control device controls the discharging of a non-aqueous secondary battery such that the discharge power of the non-aqueous secondary battery does not exceed an upper limit value, the control device comprising a current sensor and a controller. The controller calculates an evaluation value for evaluating a first degradation component from the discharge state detected by using the current sensor. The first degradation component is a component that reduces the output performance of the non-aqueous secondary battery in association with a deviation in ion concentration in the electrolyte caused by the discharging of the non-aqueous secondary battery.
