The invention discloses a soil condition improving device which comprises a hollow annular body. A plurality of raised-ridge elements are arranged on the periphery of the hollow annular body. Each raised-ridge element outward extends to form multiple raised peaks arranged at intervals, the raised-ridge elements can enable the soil surface to form pits through the raised peaks and meanwhile extend into the pits to further form small concave holes, the small concave holes can enable the soil surface not to be compacted, and keeping of water permeability of the soil is further facilitated. When the soil condition improving device rolls on the soil surface, the raised-ridge elements form a series of reinforced hull-shaped pits on the soil surface, the raised peaks are further pressed at the bottoms of the pits to form a series of small tapered concave holes, and the surfaces of the outer edges of the raised-ridge elements are prevented from compacting the soil. By using the soil condition improving device, the so
