The invention provides a video monitoring system applied to a broadcast and TV network. The system includes a monitoring front end used for acquiring video images of video monitoring points and processing and then sending the acquired video images to a monitoring center through the broadcast and TV network; the monitoring center, used for receiving and storing a video bitstream sent by the monitoring front end and pushing corresponding video information to a terminal device through the broadcast and TV network after receiving a video-play request message sent by the terminal device; and the terminal device, used for receiving the video information sent by the monitoring center and playing the video information. The method enables the video information to be transmitted through use of the available broadcast and TV network so that video monitoring is realized.
