A hard surface submerged arc welding device includes comprises a welding base located above a workpiece; an alloy-material supply unit to guide the powder-like alloy to be scattered on the workpiece; a welding flux supply unit to guide the welding flux to be scattered on the alloy material; and a welding line supply unit to guide the welding line to pass through the welding flux on the welding base and the workpiece and to supply the welding line. Accordingly, by using the special welding flux, the welding line, and the alloy material supply system of the present invention in collaboration with the welding technology of Submerged Arc Welding (SAW) to proceed the hard surface welding, the welding/filling efficiency can be greatly increased, and it is suitable to be applied in a workpiece with a large area.
