Summary:A hard surface submerged arc welding device includes comprises a welding base located above a workpiece; an alloy-material supply unit to guide the powder-like alloy to be scattered on the workpiece; a welding flux supply unit to guide the welding flux to be scattered on the alloy material; and a welding line supply unit to guide the welding line to pass through the welding flux on the welding base and the workpiece and to supply the welding line.
