Summary:The present invention provides an organic electroluminescence display panel and an organic electroluminescence display device which can be driven at a low voltage and with which it is possible to achieve a superior light emission rate. Specifically, a first electrode (20), an auxiliary wiring (30), a hole injection layer (40), a function layer, and a second electrode (90) are formed in this order upon a substrate (10). The hole injection layer (40) and the second electrode (90) are each formed continuously above the first electrode (20) and the auxiliary wiring (30). The second electrode (90) and the auxiliary wiring (30) are electrically connected via the hole injection layer (40). The hole injection layer (40) is configured to include tungsten oxide, and is formed with a thickness of 2nm or more, so as to have, in the electronic state thereof, an occupied level which is within a bonding energy region which is 1.8-3.6eV lower than the lowest bonding energy in a valence band.
