The invention provides a precision control device and a precision control method of a high-pressure fluid mixing pump. The precision control device comprises a drive unit, a speed control unit, a rotary change sensor and a brake unit, wherein the drive unit is connected with a piston of the mixing pump and is used for controlling the piston to rotate along with the drive unit so as to pump fluid, the speed control unit is connected with the piston via the drive unit and is used for controlling the rotating speed of the piston by means of controlling the rotating speed of the drive unit, the rotary change sensor is used for sensing a rotating angle of the drive unit and calculating pumping amount of the mixing pump according to the rotating angle, and the brake unit is used for braking the piston when the pumping amount of the mixing pump reaches a preset amount.
