Summary:Provided are an organic EL display panel and an organic EL display device that can be driven at a low voltage, as well as achieve superior luminance efficiency. The organic EL display panel (110) comprises a substrate (10), a first electrode (20), auxiliary wiring (30), a hole implantation layer (40), a functional layer, and a second electrode (90). Both the hole implantation layer (40) and the second electrode (90) are formed sequentially above the first electrode (20) and above the auxiliary wiring (30). The second electrode (90) and the auxiliary wiring (30) are electrically connected via the hole implantation layer (40), the hole implantation layer (40) is a metal oxide film, in which the metal atoms that constitute the metal oxide are contained in the metal oxide film in the highest attainable valence state and in a lower valence state, and the metal oxide film also contains a metal oxide crystal (13) having nanometer-sized particles.
