According to the device for preventing electricity stealing provided in the invention, a first insulation portion is comprised. The first insulation portion comprises an outer wall and an inner wall, wherein the peripheral surface of the outer wall has a conical shape, the inner wall further comprises an extended section and a enclosed section, the extended section forms a cylindrical cavity, the enclosed section is formed into a conical cavity, and the upper end of the enclosed section is connected with the lower end of the extended section. The electric energy meter according to the invention is provided with the above-mentioned device for preventing electricity stealing. According to the invention, a simple sheath structure is utilized to enclose wiring holes in the tail portion of the electric energy meter which have a large gap, so that electricity stealing in a short circuit and shunt manner is avoided.
