The method comprises the following steps of breeding basic stock seedlings in a greenhouse by using a forming root system pot, transplanting the basic stock seedlings according to the planting space of 12 to 15cm*50 to 60cm, and breeding basic stock sound seedlings without a slow seedling stage; grafting scion buds of apples of fine varieties at intervals of 30 to 35cm on dwarfing interstock new shoots, and cutting off dwarfing stock sections with apple varieties for storage after leaves fall down in winter; in spring next year, before basic stocks burgeon, taking out the stored dwarfing stock sections with apple varieties, and grafting the stored dwarfing stock sections on the basic stocks by the double tongue grafting or cleft grafting method; and after the variety buds grow to more than 15cm, fixing all rows of seedlings by ropes to prevent the break cause by wind blowing.
