A halogen-free flame-retardant resin composition which retains the mechanical characteristics inherent in resin and exhibits sufficient flame retardance, more specifically, a flame-retardant resin composition which comprises (A) a base resin that contains (A1) a propylene polymer where propylene accounts for at least 90% by mass of the total constituent monomers and (A2) an olefin-based thermoplastic elastomer and/or a styrene-based thermoplastic elastomer, (B) a metal hydrate, (C) a phenolic antioxidant, and (D) a metal soap, wherein the propylene polymer (A1)/thermoplastic elastomer (A2) mass ratio is 9:1 to 7:3; the contents of the metal hydrate (B), the phenolic antioxidant (C), and the metal soap (D) are 50 to 100 parts by mass, 0.5 to 4 parts by mass, and 0.5 to 2 parts by mass, respectively, per 100 parts by mass of the base resin (A); and the metal soap (D) contains at least 0.1 part by mass (per 100 parts by mass of the base resin (A)) of a calcium, magnesium, zinc, aluminum, or lithium salt of at le
