The invention discloses a multiple alkali refining process for preparing low-acid value insulating oil by utilizing plant oil, which comprises the following steps of: (1) performing alkali refining on the plant oil for the first time; (2) performing decoloration and deodorization treatment on the plant oil on which the alkali refining is performed for the first time; and (3) performing the alkalirefining on the deodorized plant oil for at least two times, and performing dehydration after the alkali refining is ended to prepare the low-acid value insulating oil of which the acid value reachesthe requirement of the national standard GB/T2536-90 and is less than 0.03mg/kg. Through optimizing parameters, such as the alkali refining times, the alkali refining sequence, the concentration and the weight of alkali liquor, the stirring speed during the alkali refining process, and the pH value of washing waste water, the acid value of the oil prepared by the multiple alkali refining process for preparing the low-acid
