The invention provides a device for rapid replacement of a blast furnace cooling wall through external jacking without lowering a stockline and a construction method thereof. The method comprises: dismounting a circulating water pipe line from a cooling wall area to be replaced; cutting the furnace shell of the cooling wall area to be replaced; arranging a jacking frame, which is provided with jacking instruments; jacking the furnace shell of the cooling wall area to be replaced and the cooling wall into the furnace with the jacking instruments, and forming an opening on the overall surface of the furnace shell of the blast furnace; and mounting a new cooling wall and a new furnace shell inside the opening.
