A rotatable washing tank is arranged inside the water tank. A fluid damping unit and a friction damping unit are arranged on the suspension rack. The fluid damping unit attenuates the vibration of the water tank by means of the viscosity of the functional fluid with a changeableviscosity changed through the applied electrical energy. The friction damping unit attenuates the vibration of the water tank by means of the friction generated by the sliding contact of the frictiondamping unit and a shaft in a reciprocating movement driven by the vibration of the above water.
