The device comprises a flue operating state unit, a computer controlled fly ash carbon content analysis unit and an alarm display unit; and the device is technically characterized in that the flue operating state unit and a boiler operating state unit are respectively connected with the computer controlled fly ash carbon content analysis unit by first and second data buses and a data input unit so as to realize multiple signal acquisition and fusion processing in a flue and a boiler and finally complete the measurement on the carbon content of fly ash in a combined way based on microwave and RBF (Radial Basis Function) neural network.
