The invention discloses a device for measuring the carbon content of fly ash in a boiler of an electric power plant, by which the defect that the existing single microwave measurement on the carbon content of fly ash is easily affected by the variation of coal quality and the change of fly ash components can be overcome. The device comprises a flue operating state unit, a computer controlled fly ash carbon content analysis unit and an alarm display unit; and the device is technically characterized in that the flue operating state unit and a boiler operating state unit are respectively connected with the computer controlled fly ash carbon content analysis unit by first and second data buses and a data input unit so as to realize multiple signal acquisition and fusion processing in a flue and a boiler and finally complete the measurement on the carbon content of fly ash in a combined way based on microwave and RBF (Radial Basis Function) neural network.
