The invention discloses a neutral flotation deinking agent and a method of deinking waste newspaper thereof. The deinking agent mainly comprises fatty alcohol-polyoxyethylene ether sodium sulfate, cocoanut oil diethan olamide and fatty alcohol-polyoxyethylene ether at a mass ratio of 2:1:1. The optimal process conditions in the application of the deinking agent are that: the curing temperature is 50 DEG C, the curing time is 40 minutes, the dosage of the deinking agent is 1%, the flotation time is 20 minutes, the whiteness reaches 53.7% according to ISO (international standardization organization), and the concentration of the residual ink is 351.37 mg/kg. The cost of the deinking agent disclosed by the invention is low, and the application method is simple; the waste newspaper reclaimed pulp with high whiteness and low residual ink concentration is obtained; and the adopted surfactant has certain biodegradability and effectively reduces environmental pollution.
