A moving image encoding method comprises a image conversion step (S11) for changing either the resolution and/or the frame rate of an input image according to the degree of difficulty of encoding of the input image and outputting an image to be encoded, a moving image encoding step (S12) for encoding the image to be encoded, which is outputted in the image conversion step, and transmitting an encoded bit stream to a transmission path, a bit rate determination step (S13) for determining an encoding bit rate that is the bit rate of the encoded bit stream to be transmitted to the transmission path, and a resolution range selection step (S14) for determining the upper limit of the resolution of the image to be encoded according to the encoding bit rate determined in the bit rate determination step and controlling the change in the image conversion step such that the resolution of the image to be encoded does not exceed the upper limit.
