Summary:A technology is disclosed in which the fewest possible number of prefixes are allocated to mobile terminals when mobile terminals having a plurality of access technologies move within a mobility administration domain of a local network. Based on this technology, administration is performed so that the prefix required for a mobile terminal (MN100) to communicate is allocated to MN. A mobility administration domain (110) maintains only the prefixes required for MN to communicate. For example, when a state is detected in which a prefix conversion is required by MN (Step S120), this is judged to be a state in which the network prefix required by MN is allocated to MN, and a prefix preference for implementing this state is notified to the mobility administration domain (Step S150). The prefix preference includes a request to delete unneeded prefixes, a request for reuse in another interface, and a recycle request which indicates use by another MN.
