The complex inoculant comprises the following raw materials in parts by weigh: 20-30 parts of mixed bacterial strain suspension and 70-80 parts of carrier, wherein the mixed bacterial strain suspension is a mixed solution of a culture medium and a mixed bacterial strain system, and the mixed bacterial strain system comprises the following bacterial strains in parts by weight: 20-40 parts of bacterial strain Bacillussp.ChO87, 40-60 parts ofbacterial strain Azospirillumsp.ChO6 and 10-20 parts of bacterial strain Pseudomonassp.ChO19. Peat is taken as a matrix, and the mixed bacterial strain system is subject to liquid fermentation at thetemperature of 26-28 DEG C, thus obtaining a liquid viable bacteria preparation; and then the viable bacteria preparation is absorbed by sterile carrier and cultured and then is prepared into the oatrhizospheric microorganism
