The invention discloses an environmentally-friendly water-based ultraviolet (UV) plastic primer, which comprises the following components in part by weight: 20 to 60 parts of modified polyacrylate series aqueous dispersion, 5 to 25 parts of film forming aid, 1 to 25 parts of coloring slurry, 1 to 17 parts of dumb pulp, 1 to 10 parts of wax pulp and 10 to 50 parts of water. The performance of the water-based UV plastic primer is equivalent to that of a solvent-type plastic paint, and the water-based UV plastic primer has high adhesion and hardness, can be dried at the temperature of 60 DEG C for about 15 minutes, and substantially meets the process requirements of factories which use the solvent-type plastic paint at present. Furthermore, the appearance, adhesion and pencil hardness of a varnished composite film can meet the requirements that the appearance of a paint film is flat and flawless, the adhesion is equal to or less than grade one, and the pencil hardness is H.
