The invention provides a handcart type switching device, comprising a handcart and a high-medium voltage breaker, wherein the handcart is equipped with an operation hole and a screw rod which is arranged within the operation hole; the breaker can be moved front and back under driving of the screw rod while rotating; the handcart is further equipped with a cover plate which is used for covering the operation hole; and the switching device also comprises a brake mechanism which is used for limiting the cover plate on the position where the operation hole is blocked while switching in. The handcart type switching device provided by the invention has the advantages that the cover plate can be limited on the position where the operation hole is blocked by means of the brake mechanism once the breaker is closed, no matter a testing position or a working position the breaker is at, so that the operation rod cannot be inserted into the operation hole, the misoperation of forcedly removing the closed breaker which is
