The invention relates to the field of medicament formula, in particular to a brain-refreshing and channel obstruction-removing medicament used for treating ischemic cerebrovascular diseases. The medicament is prepared by mixing the following raw materials of astragalus, grassleaf sweelflag rhizome, turmeric root-tuber, tabasheer, red paeony root and rhubarb, soaking the raw materials in water, boiling the raw materials and removing dregs to obtain a filtrate, pulverizing leeches in a superfine mode, sieving the pulverized leeches by using a 400-mesh sieve to obtain leech powder, and mixing the leech powder with the filtrate to obtain the medicament, wherein the raw materials comprises the following components in part by weight: 25 to 35 parts of fresh astragalus, 4 to 9 parts of leeches, 10 to 20 parts of grassleaf sweelflag rhizome, 9 to 18 parts of turmeric root-tuber, 9 to 18 parts of tabasheer, 13 to 17 parts of red paeony root and 4 to 9 parts of rhubar.
