The nitrifying bacteria vector is an interpenetrating network hydrogel prepared through polymerization reaction, and the interpenetrating network structure of the hydrogel comprises a main body network part and an interpenetrating part, wherein the main body network part is formed by free radical polymerization of water-soluble monomers, and the interpenetrating part consists of macromolecules with interactive groups in a linear or crosslinked form and forms a full-interpenetrating network and a half-interpenetrating network respectively; and a nitrifying bacteria agent is embedded into the nitrifying bacteria vector, and the nitrifying bacteria agent is formed by mixing nitrifying bacteria and nitrosation bacteria in a weight ratio of 1: 1 to 10: 1.
