The invention relates to video coding and decoding methods and devices, wherein the video coding method comprises the following steps of: caching a plurality of first keyframes, wherein the plurality of first keyframes respectively correspond to keyframes which are distant from different time slots of the current frame, and each first keyframe has a first index value; respectively taking each first keyframe as a reference frame, carrying out the coding on an original video and generating a plurality of first coding video frames; comparing the plurality of first coding video frames and acquiring an output video frame and an output index value; and outputting the output video frame and the output index value. The video coding and decoding methods and devices improve the compression ratio ofvideo data under the condition of ensuring the image quality by fully utilizing the relativity on the long-time scale in a video scene by caching the plurality of first keyframes.
