The invention discloses a method, a device and a system for identifying a boundary roaming cell for improving the promptness and accuracy for identifying the boundary roaming cell. The method for identifying the boundary roaming cell comprises the following steps: acquiring a signaling message which is acquired by an interface of a mobile switching center administered by a first charging area; and determining a cell administered by a second charging area as the boundary roaming cell when the signaling message is a switching signaling message between the first charging area and the cell administered by the second charging area, wherein the second charging area is a charging area adjacent to the first charging area.
