Summary:The invention discloses a rule-based management method in mobile terminals. The management method comprises the following steps: acquiring a remote rule repository by a TD-SCDMA (Time Division Synchronous Code Division Multiple Access) network; then, synchronizing a local repository with the rule repository of a server and acquiring subscriber feedback rules by the server; and finally acquiring the localized rule repository by the user terminal. The management method can promote the development of the TD-SCDMA-SCMA (SubCarrier Multiple Access), therefore, the management method is of great economic benefit.
