The invention relates to an explosion-proof and leakage-proof battery device and an assembling method. The device comprises: a plastic shell, at least one flexible package battery core, a positive terminal, a negative terminal and a sealing cover, wherein the plastic shell is provided with a top surface and a bottom opening, and the top surface is provided with a first riveting hole and a second riveting hole; the flexible package battery core is arranged in the plastic shell and provided with an anode and a cathode, and the flexible package battery core cannot be charged; the positive terminal and the negative terminal are riveted with the first riveting hole and the second riveting hole respectively, electrically connected with the anode and the cathode respectively, and used for connecting an external circuit; and the sealing cover is injected and molded on the bottom opening in a low-pressure injection molding mode and seals the bottom opening at the same time. The device and the method use the characteri
