The invention relates to a device for providing broadcast multicast service in a mobile communication network and a method thereof, for resolving the problem as low BCMCS data processing efficiency in a mobile network and dynamically processing broadcast multicast. The communication controller of the invention comprises a network interface and a control division, wherein when the network interface receives a request message for building a new multicast communication flow, according to the communication quality parameter of other multicast communication flows connected with the base station and the communication quality parameter of the new multicast communication flow, the control division judges if the base station passed by the new multicast communication flow can build a new multicast communication flow and when if can, builds a new multicast communication flow.
