The invention relates to a projector heating panel which is easy to manufacture and process with low use cost, and manufacturing technique thereof. The heating panel comprises a substrate, and a transmission increasing layer combined on the substrate which is made from artificial optical crystal; the transmission increasing layer is composed of at least one layer of transmission increasing film. It comprises the following steps of: a, preparing the substrate; b, cleaning the substrate; c, plating the substrate; therefore, the heating panel has the following advantage of: 1, substituting heating panel material with expensive cost with artificial optical crystal of low cost, so as to reduce manufacturing cost and obtain massive economic benefit; 2, having stable performance of radiation, free of influence on image definition of the projector; 3, having simple production process, with uniform product specification, high finished product rate, so as to improve usage rate of artificial optical crystal material eff
