PROBLEM TO BE SOLVED: To provide a moving handrail for a passenger conveyor capable of improving delay of movement and capable of reducing the generation of noise when moving, and to provide a manufacturing method thereof. SOLUTION: An inner layer material 13 formed from a thermoplastic elastomer for an inner layer softer than a thermoplastic elastomer for a main body is bonded to the inside of a handrail main body 11 formed from the thermoplastic elastomer for a main body and having a C-shape cross section. A steel tape 12 arranged along the longitudinal direction of the handrail main body 11 is provided inside the handrail main body 11.
