Embodiments of this application relate to the field of communications technologies, and disclose a beam selection method and an apparatus, to resolve problems of high signaling overheads and a relatively long scanning process time in an existing beam scanning manner. The method includes: A terminal determines a first angular power spectrum of a low frequency channel transmitted between the terminal and an access network device, determines a first high frequency beam scanning range based on the first angular power spectrum, and scans the determined first high frequency beam scanning range for a high frequency beam sent by the access network device.
