Summary:A dispenser (10) for dispensing a length of sheet material (25) from a roll (24) of the sheet material. The dispenser (10) includes a first rotatable hu b (16) mounted on a dispenser frame (12) that receives the roll (24) of sheet material around its periphery. A first end of an elongate cut-off blade (30) is attached to the frame (12) so that a user of the dispenser (10) can manually tension sheet material (25) being pulled from the roll (24) around a cutting edge (37) on the blade (30) to sequentially transversely sever the sheet material. A locating hub (52) rotatably mounted on one end of a spacin g arm (50) is adapted to be received in the roll (24) of sheet material from i ts end opposite the first hub (16). An end of the spacing arm (50) opposite the locating hub (52) is mounted on the cut-off blade (30) to space the cutting edge (37) a predetermined distance from the axis (18) of the roll (27) of sheet material at the second end of the roll of sheet material (25) as the sheet material is sequentially transversely cut along the cutting edge (37) on the blade (30).
