Summary:Steel has tensile strength of 850 to 1700 MPa and a yield ratio of at most 80% as well as a penetration border energy ratio of at least 2.0 to penetration border energy of reference steel JIS SS400 (corresponding to ASTM A36) of same thickness. The steel is produced by firstly effecting heat treatment 1, then effecting at least once heat treatment 1 or 2 or any combination of them, and lastly effecting heat treatment 2. Heat treatment 1 is to heat the unstable austenitic steel to at least Ac3 transformation temperature and then water-cool the steel to a temperature below 350.degree.C. Heat treatment 2 is to heat the steel to a temperature between Ac3 and Ac1 transformation temperatures and then water-cool the steel to a temperature below 350.degree.C.
