Summary:Provided are an ion exchange membrane with a catalyst layer, an ion exchange membrane, and an electrolytic hydrogenation device, wherein the electrolysis voltage can be reduced, and the current efficiency can be increased during electrolytic hydrogenation of aromatic compounds. The ion exchange membrane with a catalyst layer comprises: an inorganic particle layer containing inorganic particles and a binder; a layer (Sa) containing a first fluorine-containing polymer having a sulfonic acid-type functional group; a layer (Sb) containing a second fluorine-containing polymer having a sulfonic acid-type functional group; and a catalyst layer in this order, wherein the ion exchange capacity of the first fluorine-containing polymer is lower than the ion exchange capacity of the second fluorine-containing polymer.
